He’s short on cash. No tiene dinero.
He’s broke. (= he has no money) Está sin blanca. (= no tiene dinero)
His bank account is overdrawn. Su cuenta bancaria está en descubierto.
He’s just scraping by. (= he is just barely surviving on little money) Sólo está arañando la superficie. (= apenas sobrevive con poco dinero)
He makes minimum wage. (= he earns the minimum salary) Gana el salario mínimo.
